The U.S. Coast Guard requests information from potential sources for a helicopter recovery device. The device will be used in conjunction with a helicopter rescue system to recover inanimate objects from water and land. The device shall not be used to recover conscious or unconscious survivors. The target object will be partially submerged to a depth of two feet. Maximum sea state for recovery will be unlimited. Maximum wind velocity will be 60 knots. Height above water to recovery dooraccess will vary from 15 to 75 feet. General characteristics include compatibility with the standard USCG helicopter rescue hoist and hook, ability to retrieve objects up to 400 lbs with a combined device & load weight not exceeding 500 lbs, ability to be stored into a 36 cubic foot area, and impervious to salt water. The storage area of 36 cubic feet is for the device only. The weight of the device shall not exceed 100 lbs. The limit on load size 4' by 4' is be dictated by the ability to fit it into the aircraft cabin. The recovery device may contain pyrotechnic components qualified to DOD specifications. The device shall be reusable at least 3 times. The device will be carried inside the helo until ready for use, then hooked to the hoist cable and sent out the door. The configuration and weight of the device should be such that its operation will not be adversely affected by helicopter rotor wash or wind when lowered from the aircraft. The device must be able to recover objects of different sizes and shapes not exceeding the stated weight limitations and be completely operated from the helicopter and require no water or land based assistance for hook up/retrieval. The object being captured can be retrieved from any angle, but damage to objects from the retrieval device is not acceptable. The device shall be a controlled mechanism wireless or electrically wired capable of being operated in a salt water environment. The USCG has not developed any specifications. The Government will not compensate any source for the cost incurred in developing and producing submitted information. Information submitted should be pertinent and specific in the technical area under consideration and appropriately marked if proprietary or restricted.
