312/886-6920. A/E construction management services are required for the
modernization of the Federal Building, 234 South Summit Street, Toledo,
Ohio. This proposed modernization of the Federal Building will involve
four major work items which are: A. Curtain Wall Replacement: This
work item consists of replacing the existing curtain wall with a new
curtain wall. This work also includes replacing street level masonry
with new granite panels. B. Restroom Renovation: This work item
consists of demolishing the existing public restrooms and reconfiguring
them to comply with the Federal Uniform Accessibilit Standards. C. Fire
Suppression System: This work item consists of installing a fire
sprinkler system throughout the building. D. HVAC System Modernization:
This work item consists of converting the present inefficient system
into a new more responsive and energy efficient system. This project
shall include a single phase and and building shall be occupied. Upon
completion of this modernization the building must be an efficient and
cost effective facility for the Federal Government. The facility
includes 16,576 gross square meters and approximately 11,197 occupiable
square meters. Constructon cost for this modernization project will be
over $10,000,000. Services may include but are not limited to design
review, constructability review, observation of the construction,
including CPM progress scheduling, administration of payments, cost
estimates for change orders, administration of testing services to
insure the completeness, accuracy, and overall quality of the design
and construction of the project. The construction phase A/E may also be
required to provide performance of some reimbursable services for
miscellaneous items which my require the use of special consultants.
Joint venture or firm/consultants arrangements will be considered and
evaluated in a demonstrated interdependency of the members to provide
a quality construction management team effort. This solicitation is
being procured under the Brooks Act. Firms or joint ventures having the
capacity to perform the services described in this announcement are
invited to respond by submitting a completed, current and signed
Standard Form 254 and 255 (Architect/Engineer and Related Services
Questionnaire and Specific Projects, respectively), and a complete 254
for each of the proposed consultants. Selection criteria will be based
upon: (1) Project Team (35%): Key personnel, qualificatons, and
relevant experience as individuals and as a team; (2) Past Experience
(25%): Past performance on similar on similar projects; (3) Management
Approach (20%): Project management plan, past coordination,
scheduling, cost control methods; and (4) Construction Management
Ability (20%): Evidence of team's ability with respect to innovative
and appropriate methods and solutions for managing construction,
business philosophy, quality control. Responses must be received at the
above address by 4:00 PM (local time) on February 17, 1995. This
solicitation is open to both large and small business concerns in
accordance with the Small Business Competitiveness Demonstration
Program. The small business size standard for this project is a concern
with average annual receipts for the preceding three years not
exceeding $2.5 million. A follow up listing of firms to be interviewed
will appear in this publication. This is not a request for proposal.
Award of this contract is contingent upon funding approval. All
submittals must clearly indicate our solicitation number on the outside
of the envelope. Late submittals will be handed in accordance with
