National Renewable Energy Laboratory anticipates issuing a Request for
Proposal (RFP) in January, 1995 for a project to evaluate the
performance of NREL's METSTAT solar radiation model. METSTAT was used
to estimate solar radiation for the National Solar Radiation Data Base
for the times and locations for which no measured data were available.
In order to obtain reliable measures of the model's performance, it is
critical that the evaluations be performed with hourly (or shorter
time period) 3-element (global horizontal, direct normal, and diffuse
horizontal) solar radiation data from locations for which concurrent
measurements of the meteorlogical parameters required as input to
METSTAT are available. Solar radiation data collected by the
NOAA-National Weather Service will not be considered because these data
were used in the development of METSTAT. The required meteorological
parameters are hourly values for total sky cover, opaque sky cover, dry
bulb and wet bulb temperature, barometric pressure, and present
weather; and daily values of snow depth. Close proximity of the solar
radiation measurement site and the meteorological measrurement site is
necessary, NREL anticipates the issuance of one or more subcontracts
to organizations with experience in solar radiation modeling who also
have access to the required solar radiation and meteorological data.
The specific model evaluations to be performed will be negotiated with
each organization selected for an award. Firms who have interest with
the requisite data and experience in METSTAT model evaluation, who
would like to receive a copy of the RFP, are requested to write to
Dereck B. Willis at the address given in this synopsis No. 5-332 no
later than January 20, 1995. A brief description of the data to be ued
for the model evaluations should be given. Telephone requests will not
