Forest Service intends to negotiate on a sole source basis with the
University of Montana for development of a systematic neotropical
migratory bird monitoring approach to a specified area as a follow-on
to a previous contract. Contractor shall provide data analysis based on
the previous point count monitoring data collected. Contractor will
develop and implement data base management of the point count data,
including statistical analysis of data, providing data and summaries to
parties involved in the USDA Forest Service monitoring program.
Contractor will determine correlation between characteristics of the
point counts and vegetation interpretation of landsat images being done
at the University of Montana Spatial Analysis Laboratory. The contract
will be for 1 year with a 1 year renewal option. The University of
Montana is the only known organization with the combined experience and
expertise required by this analysis. Offerors who believe they can
satisfy these requirements must demonstrate their ability in writing.
All written responses must include a capability statement to permit
