J. Jumper, Program Manager, 315-330-3222. During a 24 month period, the
contractor will develop and implement an event data representation
scheme rich enough to be used by neural networks and other advanced
information processing techniques. Current representations of 'real
world' intelligence events do not create a detailed enough
representation of the real world to take advantage of capabilities of
developing advanced methods in information processing. This effort will
first investigate and document recent developments in state of the art
event and information representation. This will be followed by the
development of a representation along with algorithms associated with
the creation of that representation. A set of software tools for
creating, integrating and using the created representation will be
developed. These tools will be designed assuming that the end user has
little or no detailed knowledge of the technologies being applied. A
demonstration of the developed software will be created by integrating
the representation with information processing applications in the
Intelligence Information Processing Facility (IIPF) testbed. Possible
demonstrations include automated selection of icons representative of
events and information within the timeline Analysis System (TAS)
database of integration of the representation with the Experimental
Neural Detection System (ENDS). A read library is available. Access to

330-3222 at least three (3) working days (72 hours) in advance. The RFP
will be released no sooner than 15 Jan 95. TS/SCI clearances will be
required for performance. An Ombudsman has been appointed to hear
significant concerns from offerors or potential offerors during the
proposal development phase of this acquisition. Routine questions, such
as clarifications of the Statement of Work or the terms and conditions,
are not considered to be ''significant concerns'' and should be
communicated directly to the Contracting Officer, Joetta A. Bernhard,
315-330-4767. The purpose of the Ombudsman is not to diminish the
authority of the contracting officer or program manager, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. The Ombudsman
for this acquisition is Vincent Palmiero, Chief, Policy and Management
Division, at 315-330-7746. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. No telephone requests for the solicitation will be
honored. All requests must be addressed to the attention of the
Contract Specialist, Lt. Jennifer M. Stock, reference the code
I-5-4300-L, and contain the respondent's Commercial and Government
