During a 24 month period, the contractor will develop and implement an event data representation scheme rich enough to be used by neural networks and other advanced information processing techniques. Current representations of 'real world' intelligence events do not create a detailed enough representation of the real world to take advantage of capabilities of developing advanced methods in information processing. This effort will first investigate and document recent developments in state of the art event and information representation. This will be followed by the development of a representation along with algorithms associated with the creation of that representation. A set of software tools for creating, integrating and using the created representation will be developed. These tools will be designed assuming that the end user has little or no detailed knowledge of the technologies being applied. A demonstration of the developed software will be created by integrating the representation with information processing applications in the Intelligence Information Processing Facility (IIPF) testbed. Possible demonstrations include automated selection of icons representative of events and information within the timeline Analysis System (TAS) database of integration of the representation with the Experimental Neural Detection System (ENDS). The RFP will be released no sooner than 15 Jan 95. TS/SCI clearances will be required for performance. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel.
