requires an environmental support contractor to provide Architect and
Engineering (A&E) services to manage and develop an Environmental
Impact Statement (EIS) for major aerospace facilities. The EIS shall be
in compliance with the National Environmental Policy Act (NEPA),
Council on Environmental Quality (CEQ) Regulations and all related
environmental laws and executive orders (e.g. Fish and Wildlife
Coordination Act, the National Historic Preservation Act, the
Endangered Species Act, etc.) A&E services are expected to include but
not be limited to: environmental engineering and economic evaluation,
technical report preparation, EIS development, assistance with
community relations and public participation requirements and response
to public and agency comments; risk assessments, assistance with
Federal, State and local permit requirements and applications; and if
necessary, remedial design, removal actions and any necessary
corrective measures. The Government anticipates a FIXED-PRICE -- TASK
ORDER CONTRACT with a single Contractor, but reserves the right to name
multiple Contractors to address specific areas of expertise if it is
determined to be in the best interest of the Government. The
anticipated duration for this effort is approximately 5 years and
valued between $8-10 million. FACTOR ONE (1) SPECIALIZED EXPERIENCE AND
TECHNICAL COMPETENCE in the type of work required: (A) Experience
managing an EIS for a large Federal project. (B) Experience and
demonstrated compliance with NEPA requirements, CEQ regulations,
applicable laws and executive orders. (C) Recognized performance and
ability to interface with Federal, State and local officials and the
general public in support of technical and environmental issues. (D)
Experience and capability in performing environmental engineering
evaluation/cost analysis, public risk assessments, community noise and
vibration impact analysis, FACTOR TWO (2) PROFESSIONAL QUALIFICATIONS:
The A&E shall clearly identify five (5) key personnel (including
subcontractors) committed to perform the work and their individual
responsibilities. All personnel assigned shall be qualified and have
appropriate experience for their assignment. FACTOR THREE (3) PAST
PERFORMANCE ON CONTRACTS: (A) The five (5) most recent environmental
projects. (B) Relevant experience and proven ability to meet schedule
constraints within assigned budgets on past contracts. (C) Past
experience with task order contracts. FACTOR FOUR (4) CAPACITY TO
ACCOMPLISH THE WORK: (A) Ability of the A&E firm to manage and support
a project within it's current staff organization. (B) Diversity of
environmental skills and expertise within current staff organizations.
FACTOR FIVE (5) OTHER APPROPRIATE EVALUATION CRITERIA: (A) A&E firms
shall clearly demonstrate how equitable distribution of work among
small and small disadvantaged business (SDB) will be accomplished. Not
less than fifteen percent (15%) of the total value of the proposed
contract shall be performed by SDB's. SDB participation can be
accomplished either by direct subcontracting or through the use of a
''mentoring'' or ''protege'' program wherein SDB's can be developed as
a future source for environmental services. The use of a mentoring or
protege program is highly encouraged. THE RELATIVE ORDER OF IMPORTANCE
OF THE FACTORS IS AS FOLLOWS: Factor 1 is the most important factor for
selection. The remaining factors are in descending order of importance.
SUBMISSION REQUIREMENTS: All information will be addressed to: NASA
Lewis Research Center, Attn: Chairperson, A&E Selection
Board/Environmental Support. Mail Stop 500-312, 21000 Brookpark Road,
Cleveland, Ohio 44135. Interested firms having the capabilities to
perform this work shall submit: (1) SF254 and 255's for the prime
Contractor and each consultant or subcontractor. Any cost incurred in
anticipation of a contract shall be at the offeror's own risk. The
submittal, in six (6) copies shall include an organizational chart
depicting the organization to accomplish this activity, including
subcontractors, if any, and individual responsibilities. All personnel
working on this project shall be U.S. Citizens capable of being badged
and cleared on the facility. Interested firms are requested to state in
block 10 of the SF255 the value of all A&E contracts awarded to the
firm including modifications, by the Government during the previous 12
month period from the date of this announcement. Submittals shall be
received at the address indicated above no later than the close of
business 30 calendar days from the publication date of this
announcement with ''Day 1'' being the next day after publication. If
the 30th day is a Saturday, Sunday, or Federal Holiday, the deadline is
the close of business of the next business day. This is not a request
for proposal. See Note 24 which is printed in every Monday issue of
this publication. Provisions of Note 24 apply to this notice except
that (a) in the sentence beginning ''Selection of firms for
negotiations,'' the fourth additional consideration listed is changed
to read: ''(4) past experience, if any, of the firm with respect to
performance on contracts with NASA, other Government agencies, and
private industry'' and (b) in the last sentence, ''National Aeronautics
and Space Administration'' is substituted for ''Department of
