Develop an enhanced version of the Parallel Assessment Window System (PAWS) Tool (to be referred to as Parallel Performance Prediction Tool (P3T): baseline version 3.0 of PAWS, modify and improve user interface of PAWS, incorporate the selected commercial database technology, including graphical metrics and user interface and template to add a parallel architecture not characterized in P3T 1.0, and interface P3T with the Rome Laboratory Catalyst Systems Engineering Environment. The effort will include an option for a ten-month demonstration to be built using P3T with an Air Force C3I application. Capabilities in architectural user interface, language support, and building an interface to an existing system engineering environment are required. A Cost-Plus-Fixed-Fee Completion type contract is contemplated. The RFP will be released no sooner than 6 Feb 95. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the Statement of Work or the terms and conditions, are not considered to be ''significant concerns'' and should be communicated directly to the Contract Specialist, Sharon Tornatore-Sgroi, 315-330-1939. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel.
