Patrick Kennedy, DASC-CPC, (703) 274-3060. The Defense Logistics Agency
(DLA) intends to negotiate, on a sole source basis with HFSI, a
contract for ADPE hardware, software licenses and maintenance of
operating system software pending receipt of a Delegation of
Procurement Authority. Maintenance services are for the Honeywell/Bull
DPS6 hardware platform. This platform supports Defense Commissary
Agency (DeCA) Inerim Business System (DIBS) for 27 Honeywell/Bull
minicomputers located throughout the world. The DIBS applications
software, as well as the Honeywell Bull minicomputers on which the DIBS
operates, are both owned by the Government. The Contractor shall
provide all necessary personnel, technical manuals, diagnostic
programs, repair parts, maintenance supplies, tools, test equipment,
transportation, and other related supplies to provide on-site
maintenance services and keep all equipment functioning according to
the Original Equipment Manufacturer's (OEM) specification. The contract
will be for a total of five years; one basic year and four one year
options. The DIBS system runs on Honeywell Bull DPS6000/222 and
DPS6000/634 equipment as follows: OCONUS: There are eight (8) systems
in the European Region: five (5) DPS6 Plus systems (Model 424) an one
(1) DPS6000/624 (all in same location at Kapaun Air Station, Vogelweh),
and two (2) DPS6000/222 (1-Lakenheath, UK; 1-Naples, IT). Additionally,
there are (3) DPS6000/222 systems in Korea (all in same location at
Yongsan); one (1) DPS6000/222 in Okinawa; one (1) DPS6000/222 in Guam;
and one (1) DPS6000/222 in Panama. (2) CONUS: There are seven (7)
DPS6000/634 systems and six (6) DPS6000/222 systems. The Contractor
shall perform a system audit of each system verifying hardware and
software items for maintenance and/or lease within 30 days of contract
award. Hardware maintenance is required 7 days a week including
holidays. Under current contracts, prime period maintenance is Monday
thru Friday, excluding holidays, 7:00 am to 5:00 pm. Outside Prime
Period maintenance is 5:01 pm through 6:59 pm Monday thru Friday, 0001
through 12:00 pm during holidays and weekends. Response time for
hardware malfunctions must be within 4 hours during PPM and 4 hours
during OPPM. The contractor will be required to provide all tools, OEM
or equivalent diagnostic software and hardware, and documentation for
his own use. The Contractor must have proprietary rights for the
system/executive software and provide this software within 30 days
after contract award. The latest software items, which have been
released for general use, shall be provided. Software shall be
maintained and fully supported by the supplier. The Contractor will
support and maintain all supplied software including any and all
modifications or revisions to the software marketing identifiers as
specified and provide at no additional cost, all software updates
including modifications, enhancements, corrections, updates, or other
revisions and supporting documentation. Software support services shall
be provided on an as-required basis not to exceed two hundred (200)
