366-5779 The objective of this effort is to provide for the continued
development of computerized models and simulation systems that provide
a sound analytical basis for the assessment, analysis, and comparative
evaluation of emerging and competing ITS concepts and technologies.
This proposed effort expands the level of effort originally estimated
by the FHWA and encompasses four general areas: 1) software systems
development, 2) software systems enhancement and reengineering, 3)
software systems integration, and 4) advanced computer technology
insertion. The FHWA plans to negotiate a new contract with Kaman
Sciences Corporation who was previously awarded the ''Models to
Simulate IVHS Operations'' study. By virtue of being the ''Models to
Stimulate IVHS Operations'' Contractor, Kaman Science possesses an
institutional knowledge of the ITS Program, a hands-on code level
familiarity with existing FHWA traffic simulations, and a
program-oriented understanding and ability to implement those model
changes that have to be made to enable their use in evaluating ITS
concepts and systems. We have determined that Kaman Science Corporation
is the only entity that has the necessary knowledge to complete the
contract successfully. See Note 22. All responsible sources may submit
a request for our future Request for Proposal (RFP). Those wishing to
receive a copy of this future RFP must furnish two self-addressed
gummed labels with the written request. No telephone or facsimile
requests will be honored. All requests shall be submitted to the FHWA
address shown above. These requests must include the solicitation
number. Although this planned procurement is not a small business (SB)
set- aside or a small disadvantaged business (SBD) set-aside, the FHWA
encourages all SBs and SDBs to request a copy of the RFP. The
Department of Transportation (DOT), Office of Small and Disadvantated
Business Utilization (OSDBU), has a program to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum credit is $500,000. For further information and
