The Internal Revenue Service (IRS) intends to negotiate on a sole source basis with Mitre Corporation of McLean VA to continue providing one or more of the various technical and engineering support services currently being provided to Treasury under GSA contract no. GSOOK89AHC001500. Such services will consist of the necessary preaward and postaward acquisition support as required in connection with the currently active, Treasury Communications System Acquisition. The period of performance shall not exceed one calendar year from date of contract award with contract coverage to begin on or about February 28, 1995. The nature of the work requires a contractor with freedom from actual or potential conflict of interest, knowledge in the field of telecommunications and in Government Telecommunications service and systems, and no engagement in any business activity which could make the contractor appear unsuitable for having access to Treasury plans, standards, methodologies, acquisition information, and vendor proprietary information. As a not for profit organization, Mitre can continue to provide the required core levels of essential support capabilities without any biases or interruptions to any aspects of the in-process Treasury Communications System Acquisition. No contract award will be made on the basis of any response to this notice since the synopsis of intent is not considered a solicitation document. Interested firms must submit information and data that is sufficient for the Government to make a capability determination against the required support as synopsized herein. No solicitation documents are available and oral requests for same will not be considered.
