505/845-6156. The DOE/AL intends to procure on a sole source basis,
message and maintenance service for DOE/AL's proprietary satellite
communication system Mobile Message Communication Terminals (MCTs). The
message service is to provide encrypted digital messages between MCTs
and a base station and must be compatible with the QualComm Trailer
Tracs system and DOE/AL's security communications software and
hardware. The maintenance service provides preventative and remedial
maintenance of the MCTs within the original equipment manufacturer
(OEM) technical specifications and parameters. The intended contractor
is QualComm, Inc., 10555 Sorrento Valley Road, San Diego, CA
92121-1617. The sole source authority is 41 U.S.C. 253 (c)(1), which
allows procurement of highly specialized services available from only
one source and no other service will satisfy agency requirements. The
period of performance is one base year with four one-year options. The
recommended SIC code is 4812. Although the Government intends to
solicit and negotiate with only one source, all responsible sources may
respond and will be considered by the Government. SEE NUMBERED Note 22.
Responses to this notice of intent should include sufficient technical
information to determine if the vendor can meet the needs of the
Government. The exception to the mandatory use of the FTS2000 network
is GSA case number KMA-91-0491. The MCTs are considered radios and
regulated by the FTC, and pursuant to FIRMR 201- 1.002.2, Exceptions,
the FIRMR does not apply to radar, radio, sonar, or television
equipment except that FIRMR is used by GSA to implement the Federal
Telecommunications Standards for radio equipment. Only written
responses to this notice will be accepted and should be addressed to
