303/340-9945. The project is for the construction of an Aircraft
Washrack/Deicing Facility at Buckley Air National Guard Base, Aurora,
Colorado. The facility includes an aircraft apron area for aircraft
temporarily parking, a collection system for wash and de-ice fluids,
and a system for normal storm water drainage. A solar powered electric
indicator lights system is also part of the project. The scope of work
includes, but is not limited to, clearing and soil preparation for
paving; paving an aircraft apron; installing a 3,000 gallon carifier
and a 10,000 gallon underground concrete storage tank for fluid
effluence; associated valves, RCP, and inlets; and solar powered valve
position indicating lights. The offeror must be able to certify their
company or paving subcontractor has been regularly engaged in airfield
pavement work for the three years immediately preceding the date of
this offer and has satisfactorily completed the projects. Along with
their bid, the offeror shall provide a description of the projects,
project costs, and contracting agencies with phone numbers. This
project will consist of a base bid which must be addressed in order to
be considered for this project. The contractor shall provide all
labor, materials, and equipment necessary to perform the work in strict
accordance with all drawings and specifications. The estimated
performance time is 180 calendar days after receipt of a notice to
proceed. The estimated construction cost range is between $250,000 and
$500,000. This solicitation has been determined to be a set-aside for
Small Disadvantaged Businesses (SDB). The small business size standard
for this solicitation is one where the average annual receipts of the
concern and its affiliates for the preceding three fiscal years does
not exceed $17M annually. Interested SDB offerors must submit, with
their offer, evidence of capability to perform and a positive statement
of eligibility as a small, socially and economically disadvantaged
business concern. the following qualificatons must be submitted along
with the bid: Bonding capacity, financial statement, list of completed
Government and non-government contracts, to include title of project,
dollar value, point of contact, telephone number. It is anticipated
that a firm fixed price contract will be awarded as a result of this
solicitation. The solicitation will be available on or about 30 January
1995. A pre-bid conference/site visit will be conducted on or about 8
February 1995. A non-refundable charge of $20.00 per bid set will be
collected. Requests for bid documents must be acdompanied by a check
made payable to the U.S. Treasury. The return address must be a street
