The U.S. EPA is conducting clinical research in medically equipped exposure laboratories to determine the effects of gas and aerosol air pollutants on human health. Human volunteers are exposed to controlled concentrations of the gaseous criteria pollutants (ozone, nitrogen dioxide, sulfur dioxide, and carbon monoxide), indoor air pollutants, and aerosols of various chemical compounds alone and in combinations. Cardiopulmonary, psychological, physiological measurements of various organ systems, and biochemical and immunological measurements are made on these volunteers to determine the effects of the inhaled pollutants on these body systems. Minicomputers and microprocessors are used extensively in real-time, interactive modes to acquire medical measurement data and to control environmental exposures. They are also an integral part of the data validation and analysis procedures. The contractor shall provide personnel, test equipment, office facilities, instrumentation, spare parts and all supplies required to operate, maintain and modify this EPA-owned Environmental Exposure System located in Chapel Hill, N.C. The Contractor shall also provide a Physician, Physician Assistant and Nurse to staff both physical exam rooms and special medical procedures rooms. The effort will consists of a twelve month base period and four twelve month options. Solicitation D500047M1 will be issued on approximately February 28, 1995. It is anticipated that a cost plus fixed fee contract will be awarded. Proposals will be due 30 days after the RFP issuance date. Although the date is unknown, a preproposal conference is anticipated. More information about the preproposal conference will be provided in the solicitation.
