512-465-5026. Architect and Engineer Service Contract for
Austin-Bergstrom Army National Guard Complex. A & E to provide Type
''A'', ''B'', and optional ''C'' services for the design of Projects:
COMPOSITE ARMORY, PN480175; ARMY AVIATION SUPPORT FACILITY, PN480177;
ORGANIZATIONAL MAINTENANCE SHOP, PN480176; and FIXED WING HANGER
FACILITY, PN480178. The project consists of the design for one complete
and usable Armory, Army Aviation Support Facility, Organizational
Maintenance Shop, and Fixed-Wing Hanger. The services may include all
or part of the following: (1) Option 1, Type ''A'', Investigative
services, to include but not limited to making field investigations,
observations, and making a study to be included in a report. The study
will detail:(a) field observations, (b) conclusions derived from the
field observations and test results and (c) a minimum of three (3)
conceptual solutions complete with corresponding cost estimates and
differing type of building materials within each of the three options
presented. (2) Option 2, Type ''B'', Design Services to include: (a)
the conceptual solution selected from type ''A'' services, (b) the
design analysis (all engineering design calculations) to substantiate
all design solutions, (c) and update cost estimate at each design
review, and (d) plans specifications of suitable quality and
completeness for bidding by contractors. (3) Options 3, Type ''C'',
Inspection Services may also be required. Services shall be done in
accordance with Government prepared Tab C for the project. A&E
selection criteria will include, in order of importance: (1)
Professional qualifications. The organizational structure of the design
team must lend itself to have qualified engineers in each of the
different disciplines. The A&E staff shall include, but not be limited
to, Architects, Civil Engineers, Electrical Engineers, Structural
Engineers, Mechanical Engineers, and Environmental Engineers. Firms
must submitt qualifications of project personnel by name in their
application. An organizational chart of the firm and its subcontractors
is also requested. The organizational chart shall show the chain of
command for technical and management review and indicate the person(s)
resonsible for decision making. (2) Specialized experience and
technical competence with this type of project. (3) Location of the
firm. (4) Availability of key personnel. (5) Current work load. (6)
Volume of work previous awarded by DOD. This is not not a request for
proposal. Prospective A & E firms shall submit an SF 254 and SF 255 in
reply to this announcement, not later than 22 February 1995. Submittal
