Sought Synopsis to determine Firms capable of providing a Single Photon
Counting Module. The Minimum Salient Characteristics are as follows:
The power dissipation shall be no greater than 3. 5 watts per module.
The case shall operate at temperatures from 5(C minimum to 40(C
maximum. The module shall operate in conditions up to 75% relative
humidity. The Photon detection Efficiency, within 50 microns of the
center, shall be greater than 50% at the wavelengths of 630 nm and 589
nm. The Photon Detection Efficiency variation, across the active area,
shall be less than 10%. The Photon Detection Efficiency variation,
between modules, at constant case temperature, shall be less than 2%.
The Dark count shall be less than 40 counts per second. Dead time shall
be less than 500 nanoseconds. Output Count Rate, before saturation,
shall be greater than 106 count per second. Single Photon Timing
Resolution (rms) shall be less than 10 nanoseconds. Settling time,
following power up, shall be less than 100 seconds. Please submit

within 15 calendar days of this publication. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the bid advertising phase of this acquisition. The purpose of the

bidders when a bidder prefers not to use established channels to
address concerns during the bid advertising phase of the acquisition.
