Officer, (703) 325-1200. The Operational Multi-scale Environmental Grid
Adaptive (OMEGA) model developed under contract DNA001-92-C-0076 is a
key component of the Hazard Prediction and Assessment Capability
(HPAC). It provides a high resolution capability to forecast weather
with a non-hydrostatic model and to disperse hazardous nuclear,
biological, and chemical materials in the atmosphere operationally in
real time anywhere in the world. The prior development of OMEGA
demonstrated the feasibility of using an unstructured adaptive grid of
varying resolution from 1-100 km which can adapt to complex terrain,
land/water boundaries, and other features as required. This effort will
maintain and enhance a baseline weather and embedded hazard forecast
model (with a similar or better model) to address user feedback, add
additional source terms, implement additional meterological inputs,
improve microphysics models, and reduce the minimum grid spacing to 100
meters to meet research objectives. A cloud model will also be
incorporated to improve the accuracy of initial conditions and cloud
forecasts. Validation cases will be accomplished and documented over
various regions and seasons. In addition, further field tests are
required to validate the capability, demonstrate the capability to
support NBC assessments, and to support other programs. This
procurement is not restricted. Contractor personnel will need a DoD
security level of TOP SECRET. All requests for copies of the
