POC ROBERT TULLY, PROJECT ENGINEER, 908-544-2311. The US Army
Communications-Electronics Command (CECOM), Fort Monmouth, NJ is
issuing this Market Survey to solicit potential offerors interested in
providing engineering services to support the Advanced Threat Radar
Jammer (ATRJ) program. The ATRJ program is developing a fully
integrated Radio Frequency Electronic Countermeasures (ECM) airborne
system for electronic protection and situational awareness against
current and future radar directed weapon systems. The proposed
acquisition will be a three year Time and Material (T&M) Requirements
contract to obtain engineering services in support of the Advanced
Development (AD) and Engineering and Manufacturing Development (E&MD)
systems. Under the AD contract, two systems and no drawings were
acquired. The E&MD phase awarded in July 1994, will design, develop and
test five systems. No drawings are being acquired. The contractor may
be required to provide any or all of the following services: threat
analysis, simulation and technology research, system
integration/installation, multiplex interface control documentation,
software development/reprogramming, developing test plans, conducting
testing, analysis and reporting of test results, and
repairing/overhauling systems. Because of the complexity of this
program and to avoid substantial risk from a performance, schedule, and
cost perspective and unnecessary work effort on potential offerors and
the Government, it is recommended that those offerors not capable of
meeting the special standards of responsibility stated herein, should
not respond to the market survey. These special standards include
resident or demonstrated capabilities in the following areas:
Microwave/Millimeter Wave Electronic Countermeasures systems above 0.5
GHz; threat analysis; simulation and technology research; system
integration/installation; ECM system software
development/reprogramming; planning and conducting simulated or flight
testing and repairing/overhauling state-of-the-art systems. Security
Classification is anticipated to be at the SECRET level. All requests
