Work consists of furnishing all plant, labor, equipment, materials, and supervision to Upgrade JP-8 Bulk Storage Area as follows: Paint/label exterior shell, excluding roof, of 4, JP-8 tanks in addition to exposted jet fuel piping at each tank and adjacent bulk storage transfer pit; After tanks are drained by McChord AFB, supply pipe slip blinds, open each tank, clean jet fuel residue from bottom of each tank and provide vapor-free condition; Remove/replace 7 valves in bulk storage transfer pit; Remove/replace ground reading visual gauges at each tank; Provide high fuel level shut-off valve each tank product fill line with external tank mounted float control; Provide 8'' butterfly isolation valve and 8'' diameter product fill line each tank; Install 10'' check valve each tank receipt line; Perform all piping tests as required by the Specifications. The magnitude of this construction is between $250,000 and $500,000. Solicitation will be issued on or about 16 Feb 95 with a bid opening date of on or about 21 Mar 95. This proposed solicitation is being considered for a 100% set aside for Small and Disadvantraged Business (SDB) concerns. Interested SDB concerns should, as early as possible, but not later than ten (10) days from this notice, indicate evidence of capability to perform and a positive statement of eligibility as a SDB concern. If adequate interest is not received from SDB concerns, the solicitation will be issued under full and open competition procedures without further notice. The applicable Standard Industrial Classification Code is 1629 with an average annual gross revenue of $17.0 Million for the last three (3) fiscal years.
