NAVSTAR GPS COMMERCIAL RECEIVER TEST PROGRAM (CRTP) GPS Test Clearinghouse via INTERNET: gpshouse@nosc.mil or fax (714) 458-9174/DSN 833-3844. This is an information notice. January 95 will mark the official opening of a new Technology Transfer program known as the Commercial Receiver Test Program (CRTP). The CRTP is a cooperative government/commercial Technology Transfer Program sponsored by the Navstar Global Positioning System Joint Program Office, headquartered at the Space and Missile Systems Center, Los Angeles Air Force Base. CRTP will provide a means for commercial GPS equipment manufactures and non-DoD government agencies to utilize the vast network of Air Force, Army, and Navy GPS testing facilities. The program has been developed to support an increased emphasis on the sharing of defense related technology with private industry and offers benefits not only to the manufacturer/agency desiring the tests, but also to the DoD and the commercial GPS user. CRTP customers will benefit in two ways. First, a CRTP user will have access to the vast network of DoD GPS test resources and technical expertise which has been developed over the past decade. These assets could significantly reduce the costs and time associated with the development and testing of GPS equipment. Second, if the GPS equipment tested is found to meet or exceed the manufacturers specifications, the CRTP will issue a seal to certify its performance. The seal can be used in advertising for the tested equipment and will greatly increase the credibility of the manufacturers claimed performance. The CRTP will be directed through the GPS JPO with testing being conducted by Participating Test Organizations (PTOs). Included in the list of PTOs are the Naval Command Control, and Ocean Surveillance Center in Warminster PA and San Diego CA, National Research Laboratories in Washington DC, the Environmental Proving Grounds in Yuma AZ, and the 746 Test Group at Holloman AFB in New Mexico. The 746 test group has also been designated as the Responsible Test Organization (RTO) where much of the actual coordinaton for testing will occur, and where the test results from the PTOs will be consolidated into a final test reports for the program.
