U -- AEROSPACE EDUCATION SERVICES PROGRAM SOL W-10-77457/HWC POC Barbara Czerw tel: 202/358-0518 NASA intends to issue an RFP for management and coordination of the NASA Aerospace Education Services Program (AESP). The AESP provides a nationwide education program for teachers and students that will improve and upgrade their scientific, mathematical and technical literacy. Contract requirements will include: (a) authority to grant faculty status and academic teaching creditials to AESP specialists that will be acceptable to states and local education institutions and entities; (b) conduct of AESP workshops and ability to provide college credit to AESP workshop participants; (c) ability to lead the AESP in a change process reflecting educational reform and research in the areas of teaching, curriculum development and performance assessments; and (d) staffing that reflects cultural diversity. Criteria offerors must meet include (1) providing historical records that substantiate the offerors' credentials and capability to conduct educational research; (2) active involvement in the national education reform movement including methods and techniques; (3) knowledge of education reform across all 50 states; and (4) evidence of solicitation of HBCUs. The SIC code for this proposed acquisition is 8221. The procurement will be conducted using full and open competition. A pre-proposal conference is anticipated and the date will be specified in the RFP. The Government anticipates awarding a five-year cost reimbursement contract. There will be a 20% small disadvantaged subcontracting goal.
