Property management and real estate brokerage services for the Homeowner's Assistance Program at Mare Island Naval Shipyard area, Vallejo, Napa and Solano Counties, California. The area will cover approximately a 30-mile radius surrounding Mare Island Naval Shipyard, CA. It is estimated that there will be approximately 37 properties over a 3-year period. Management services will include performing property inspection, removal of trash and debris, securing property after Government assumes ownership, yard maintenance, clean up of exterior/interior of property, fire and safety inspection, pool service, pest inspection, maintenance of property files. Brokerage services will include listing the properties with the Multiple Listing Service, posting ''For Sale'' signs and key boxes. Properties will be offered for sale on competitive bids on an ''as-is'' basis. The contractor will be required to have an office within a five mile radius of the Mare Island Naval Shipyard. One indefinite delivery, indefinite quantity, firm-fixed price contract will be awarded. The contract will have a Base year and two option years. The option years may be exercised solely at the discretion of the Government. The proposed procurement is NOT a small business set-aside. A Sub-Contracting Plan will be required from the low bidder if it is a large business.
