Open 1) Construction Title First-phase Construction of the First Section of Niigata Port highway tunnel in nishiko area; 2) site 3-chome-chinai higashiko, seiro-machi, kitakanbara-gun, Niigata-ken; 3) summary manufacture of an approx 8/18-span caisson -- one caisson made up of 18 spans -- of approx 28 meters breadth, 8 meters height, and 107 meters length; 4) Construction period approx. 12 months; 5) main materials to be used approx. 4,500 cubic meters of concrete, approx 1,140 tons of reinforcing steel, approx 90 tons of angle steel, approx 230 tons of waterproofed steel plates; 6) documents for qualification screening feb. 8, 1995; 7) District Port Construction Bureau, ministry of tran8PORT, 1-332 Hakusan-Ura, Niigata-Shi 951 12 eligible tender participants: 1) firms that do not fall under articles 70 and 71 of the cabinet order concerning budget, auditing, and accounting; 2) firms qualified for open competitive tendering on Port and airport Public works by the First District Port Construction Bureau; 3) firms that score 1,000 points or more in civil engineering work and B00 points or more in General Public works in a formula calculated from bidding company's objective criteria at the time of application for qualification; 4) firms that have -- since 1989 as the main contractor -- actually carried out manufacture of a caisson of at least 150 square meters inner Section area and at least 80 meters length, or a caisson made of reinforced concrete and at least 4,500 tons weight per caisson; 5) firms that can assign to the Construction site a full-time chief engineer or engineering supervisor who meets the following criteria a) is qualified as a certified First-class Construction supervisor or certified engineer in Construction; B) has since 1989 had Construction experience as described in item (4) above; and C) in the case of engineering supervisor, is qualified to supervise designated Construction works; 6) firms not related by capital or personnel to the contractors involved in this Project; and 7) firms not currently suspended from designation by the Director of the First District Port Construction Bureau bid documents must be obtained directly from the submitting agency, not from U S.
