A five year ID/IQ type contract with Cost Plus Fixed Fee provisions is anticipated. This requirement is 100% Set-Aside for Small Business. The applicable SIC Code is 8711. The contractor shall provide a broad range of program and financial management support service tasks which cover all of the programs in the Test and Evaluation Department. Tasks include: Project Management Support Services, Project Documentation Support Services, Financial Management Support Services, Production Management Support Services, Logistics Management Support Services, Engineering Management Support Services, Financial/Technical Studies and Analysis Services, and Information Management Support Services. Award will be made on a ''Greatest Value'' basis with the following evaluation factors: Personnel, Management/Technical Approach, Corporate Experience, Facilities and Cost. The Level of Effort requirements will include the following categories with approximately 73,000 total man-hours per year: Program Director, Senior Project Leader, Senior Management Analyst, Software Analyst/ Computer Programmer, Cost Analyst, Illustrator, Draftsman/Designer, Technical Editor. Technical Writer, Administrative, Senior ADP Security Analyst, ADP Security Analyst, and Junior ADP Security Analyst. The Service Contract Act is applicable. We anticipate performance to be 80% Contractor Site and 20% Government Site. We have requested a Wage Determination for Newport, RI.
