The Fleet and Industrial Supply Center Norfolk Detachment Washington (FISCNORDETWASH) has a requirement for scientific and engineering support services for the Carderock Division, Naval Surface Warfare Center (CDNSWC), Ship Hydromechanics Department. Specifically, the contractor will support the Navy in its efforts to evaluate and analyze the powering, hydromechanics, and dynamics of Naval crafts including submarines, conventional ships, other underwater vehicles and advanced craft. Analysis and evaluation will be based on both model and sea trial testing of Navy crafts. Specific tasks will be provided on individual delivery orders. The proposed contract type is cost plus fixed fee. The period of performance will include one (1) base year and four (4) one-year options. An additional option for continued service not exceeding 6 months will also be included in the resulting contract The estimated level of effort is 67,450 man-hours per year for a total of 337,250 man-hours. This requirement will be procured on an unrestricted basis utilizing the Best Value Source Selection method.
