402-2163. SOURCES SOUGHT ANNOUNCEMENT: Building 100 Renovation at the
National Institutes of Health Animal Center, Poolesville, Maryland
station. Work consists of interior and exterior selective demolition,
salvaging, renovation and alternation activities in a partially
occupied animal facility. Approximately 40,000 square feet of exterior
stall areas and approximately 4,000 square feet of interior barn and
support areas are in the scope of work, which includes underground
utilities, concrete, architectural, plumbing, HVAC, fire protection
sprinkler and alarm, electrical and equipment (laboratory and animal
stall). The renovated Building 100 will meet American Association for
Accreditation of Laboratory Animal Care (AAALAC) standards. The
estimated cost range of the project is between $500,000 and $1,000,000.
The period of performance is 210 calendar days from the date of receipt
by the Contractor of the Notice to Proceed. The National Institutes of
Health is soliciting the interest of eligible small businesses (SIC
Code 1542) as prime contractors for this project. Eligibility will be
determined by 2 groups of factors (in addition to a contractor's small
business status), as follows: 1) Bonding: Eligible contractors must
provide evidence of the capability to secure the required bonding (bid,
performance and payment). If bonding is to be provided by a surety
company, the required evidence shall be in the form of a letter from
the surety stating categorically that the proposed contractor is
bondable and that they (the surety) would be willing and able to bond
the contractor should it eventually be awarded the contract. Continued
on next page If individual sureties are proposed as the bonding
instrument, said individuals must provide written assurance that they
will serve as an individual surety to the proposed contractor and will
pledge assets in strict accordance with the FAR requirements for
individual sureties (FAR 28.203-1). If bonding is to be provided by any
of the other options listed in FAR 28.204, the proposed contractor
shall state categorically in writing that it guarantees it will provide
the sureties in the amounts required and within time frame stipulated
in the solicitation documents, 2) Qualification Factors: List at least
three AAALAC accredited projects of similar dollar size, complexity
and nature completed within the last five years, including cost,
duration dates, owners and contact on individual projects. Contractors
having the ability to furnish the aforementioned services are
requested to give written notification to the office listed in this
notice within 14 days of the publishing of this synopsis. Standard
