Research and development sources sought to further develop and refine a munitions processing environment capable of generating synthetic signatures, development and evaluation of non-proprietary government owned Automatic Target Recognition (ATR), tracking and aimpoint selection algorithms. The Irma synthetic signature generation code developed under Air Force contract F08635-91-C-0110 is currently capable of generating signatures in the active and passive infrared and millimeter wave wavebands. This code shall be modified to correct any found deficiencies including the following: upgrade the model to include visible, ultraviolet and near infrared wavebands, addition of complete air-to-air capabilities in each of the wavebands, development of a Real-Time version of the code, and the development of an enhanced graphical user-interface. The existing Modular Algorithm Concept Evaluation Tool developed under Contract F08635-91-C-0110 shall be upgraded with ties to Irma, capabilities to use neural networks, image algebra and fuzzy logic, extended algorithm libraries developed under this contract and a real-time workstation environment. Algorithm analysis shall be accomplished for existing algorithms to determine effectiveness and transportability. Non-Proprietary, government owned ATR, tracking and aimpoint selection algorithms shall be developed in all wavebands. Prospective sources should have experience in using Irma and MACET, sensors of the following wavebands: active and passive infrared, active and passive millimeter wave, visible, ultraviolet, and near infrared, modeling and analysis of seeker technology, analysis and development of ATR, tracking and aimpoint selection algorithms, development of large scale software environments, development of graphical user interfaces, and real-time software development. Prospective sources should have an office within 25 miles of the Armament Directorate where 80 percent of the contract work is to be accomplished in order to use government computer facilities located at Eglin Air Force Base. Prospective sources should provide evidence of their expertise and experience in the form of the successful completion of similar contracts, technical reports, journal publications, and presentations at technical meetings (Reference Numbered Note 25) and have a facility clearance of up to the SECRET level. It is anticipated that the period of performance will be for 54 months. Responses are due 15 days from date of synopsis publication. This synopsis is for planning purposes only, does not constitute an IFB or RFP, and is not to be construed as a commitment by the government. Firms responding to this synopsis should state whether they are or are not a small business concern or small disadvantaged business concern as defined in FAR 52.219-1 and FAR 52.219-2. The SIC code for this effort is 8731. The Air Force reserves the right to consider a small business set-aside based upon the responses submitted. This requirement may be pursued sole source if the Air Force determines that only one source is capable of satisfying the requirements. Potential RFP recipients will be required to be export controlled certified, in accordance with DOD 5230.25, prior to receiving an RFP. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his concern during the proposal development phase of this acquisition.
