The Department of Defense invites submission of proposals for equipping a surgical suite for use in clinical research with free electron lasers. The period of performance shall not exceed two years. Deadline for receipt of proposals is 5:00pm EST on April 7, 1995. Guidelines for preparation of proposals may be obtained from Dr. Marron. An original plus six copies of the proposal should be sent to MFEL Program, Office of Naval Research Code 341, 800 N. Quincy Street, Arlington, Virginia 22217-5660. This is a Broad Agency Announcement as contemplated by FAR 6.102(b)(2). Also, any resulting grants will include a clause implementing the Defense Grant Acquisition Circular (DGAC) 94-1 requirement concerning Department of Defense on campus recruiting. Proposals will be evaluated in accordance with the following criteria: overall scientific and technical merits of the proposal, the offeror's capabilities, related experience, and facilities, or unique combinations of these that are integral factors for achieving the proposal objectives, the qualifications and experience of the proposed principal investigator and key personnel, the likelihood that the proposed facilities will lead to medical applications of FELs, realism of the proposed cost, and the amount of non-federal funds available for support of clinical research using the proposed facilities.
