EPA, Office of Mobile Source (OMS) is responsible for characterizing
and quantifying emissions from mobile sources (construction and
agricultural equipment, airplanes, locomotives, marine vessels, and
numerous lesser sources), and the development of regulations and other
control techniques for reducing such emissions. These projects often
require the development or augmentation of databases that collect and
summarize available data from various literature or test programs and
the development of emission factor estimates, and may require other
analyses to evaluate the effects of unregulated pollutants and sources,
revised regulations, and potential control strategies. The Emission
Planning and Strategies Division has need of a contractor to provide
technical support in the development of emission factors and the
performance of related analyses for mobile sources, both highway
vehicles and non-road sources. The contractor shall provide technical
support in the development and refinement of emissions inventories, in
air quality-related transportation planning, including evaluation of
the impact of transportation control measures, and in the preparation
of guidance documents on the use of EPA's emission factor model and the
development of input data for use with this model. Such projects will
be specified under a level of effort (LOE) contract, sometimes with
short turn-around time requirements. Individual tasks may take such
forms as: the creation of databases from various sources and formats,
analysis of existing or newly augmented data, development of modeling
techniques for unregulated pollutants or unregulated mobile sources,
application or refinement of existing emission factor and air quality
models, compilation and analysis of inspection and maintenance (I/M)
program data from various I/M areas, and other related analyses. Other
tasks may include development of guidance documents and other training
tools (e.g., videotapes) to be used in assisting the States and other
governmental units with air quality-related responsibilities in using
EPA models and methodologies. All large-volume and small-volume
automotive manufacturers, all non-road vehicle and engine
manufacturers, all oil companies (petroleum refiners, fuel
distributors, and fuel sellers), and any firms whose primary business
involves the sale or manufacture or resale of emission testing
equipment, including IM240 test equipment shall be considered
ineligible for award of any contract resulting from this solicitation.
A cost-plus-fixed-fee, level of effort, term type contract is
contemplated with a 12-month base term, plus two (2) 12-month options
to extend the term. The base level of effort for each term is
approximately 3,040 direct labor hours. Options to increase the level
of effort within each term by up to 1,520 direct labor hours will also
be included. All responsible sources may submit a proposal which shall
be evaluated by EPA in accordance with technical evaluation criteria
