This is a modification of the synopsis for solicitation N66001-95-R-2600, which appeared in the Commerce Business Daily (CBD) on 08 FEB 95. NCCOSC RDTE Division intends to negotiate a Firm-Fixed-Price contract for one (1) Metabolic Analysis System. The Metabolic Analysis System shall meet the following specifications: Carbon Dioxide Analyzer -Non-dispersive infrared FSD 100ms (under computer control) with solid state detector and narrow band high discrimination filter registering in the range 0-15% carbon dioxide, Oxygen Analyzer - Zirconia FSD 120ms (under computer control) with windowed span enhancement covering 10% shift in any position within the 0-100% range, Oxygen fuel cell for automatic scaling of oxygen difference, Cardioscope with 3 lead chest electrode applicator built to BS 5724 Standards, 3 lead connector to Cardioscope, Flow amplifier, Flexiflo flexural orifice flow transducers with mounting adapted to mouthpiece, face mask, endotracheal or tracheostomy tube usage, Calibration gas (in cylinder) 15% oxygen, and 6% carbon dioxide, Regulator, Mobile Console for system to sit on (oxygen and carbon dioxide sensors, cardioscope, calibration gas, electrical isolation transformer, printer, and computer should be set up on one console with attachments as needed), Operating Software (including breath to breath), On site installation, shipping, and training (when delivered). All operating manuals shall be included with the system's purchase. Measured, calculated, derived and manually input parameters include: time, work, tidal volume, breath rate, Ti/Tot, PRC, FE02, FEC02, cardiac frequency, VO2, VCO2, RER (RQ), VE, Pa CO2, Pa-etC02, VD/VT, stroke volume, cardiac output fick method, PAPm, SAO2, PAaO2, PaO2, QVA/QT, Lactate, HCO3, Base excess, Transcutaneous O2 (measured), Transcutaneous CO2 (measured), diastolic BP, systolic BP, VI, pH, PAO2, SAO2, VEQ CO2, O2 pulse, C(a-v)o2, PvO2, vascular resistance, Coeff O2 delivery, SVO2, VEQ O2, PetO2, PetCO2, FIO2, FICO2, VO2/kg, METS, VT/IC, VCO2/kg, PO2 (manual entry), PCO2 (manual entry), Ph (manual entry), Speed (treadmill), angle (treadmill). Direct measurements the system will take are: ventilation, Tidal Volume, Oxygen Consumption, Carbon Dioxide Production, Cardiac Frequency, Respiratory Rate, and Ventilatory Equivalents. Calculations and Derivations will include: Cardiac Output, Cardiac Stroke Volume, Pulmonary Artery Pressure, Pulmonary Vascular Resistance, Physiological Dead Space & Shunt, Arterial & Mixed Venous Blood Gases, Lactate Production & Anaerobic Threshold. Inspired and expired gas and volume measurements are to be made at the patient's airway to maintain a true breath by breath relationship between the volumes measured and the gases analyzed. The system needs to interface with treadmill, ergometers, cardiac monitor (3 or 12 lead) automated blood pressure monitor, Transcutaneous monitors (O2 and/or CO2), and oximeter. Computer need includes: a 90MHz Pentium processor with new chip without the floating point error, 11 nanoseconds, plug and play technology, zif socket, high speed UART serial port, no dot clock or flash BIOS, 16 megabytes of RAM, 1,000 MB hard disk drive, a 3.5'' floppy disk drive, 5.25'' floppy disk drive, 250 MB magnetic tape drive, 16 bit video card with 1 MB RAM, 14'' VGA (.28 pitch) color monitor, Microsoft compatible mouse, 101 extended keyboard and 14.4Kb fax modem. Accessories include: HP deskjet 560C color printer, A to D converter, interface cable, printer cable, paper, QEMM. Computer will come with DOS 6.22 (bundled), Windows 3.11 for work groups (bundled), and software to run the metabolic system including breath to breath taken at the mouth. The Metabolic Analysis Systems shall include a one year warranty from date of installation covering the metabolic system, computer, and components. The system shall also included one year of next business day parts and labor service for the computer. This procurement action is competitive, not sole source as previously publicized.
