Facilities. The U.S. Army Information Systems Command Contracting
Office intends to release a Request for Proposal (RFP) for non-personal
services of operations and maintenance (O&M) and repair of the
Technical Control Facilities (TCG), Facilities Control Office (FCO),
Ground Mobile Forces (GMF) Gateway, Uninterruptable Power Supply (UPS),
Outside Cable Plant servicing the telephone switches in Dhahran and
Riyadh, communications towers, and ancillary equipment located on the
United States Military Training Mission (USMTM) compounds in Riyadh and
Dhahran, Saudi Arabia, and the Administrative Support Unit (ASU) in
Bahrain. All functions identified are missions of the 54th Signal
Battalion and, as such, are Government Owned, Contractor Operated
(GOCO) facilities. The requirement includes on-site contractor
personnel 24 hours per day, seven days per week, to respond to
maintenance requirements. The requirement consists of a base year plus
four one-year options beginning on or about 1 October 1995. Security
considerations: all personnel working under the contract require a DoD
security clearance of at least a SECRET level. Access to Sensitive
Compartmented Information (SCI) is also required. The Government
anticipates conducting a preproposal conference and site visits in
Saudi Arabia in early May 1995. The Government anticipates that the
solicitation will be released on 15 April 1995 through the Electronic
Bulletin Board System (EBBS). The on-line format of the solicitation is
Word 6.0 and Excel 5.0. It is recommended that a computer with a
minimum of 8MB RAM, preferably 16MB, be utilized to manipulate the data
in Section B (CLINS). In order to access the solicitation, interested
companies will need a computer with modem and communications software
and must submit a written request for access (user ID and password) to
the solicitation by submitting a non-refundable fee of $50.00 to the
address specified above. Payment of fee must be made by cashier's
check, money order, or bank certified check to the U.S. Treasury . Upon
receipt of the fee, a user ID and password will be assigned for access
to the EBBS. In the event that the solicitation is not released on the
EBBS, printed copies of the solicitation will be available. All
responsible sources may submit a proposal which will be considered. The
