WARFARE CENTER AIRCRAFT DIVISION, NAVAL AIR STATON, PATUXENT RIVER,

is to procure by informal source selection procedures, the provision
and installation of tube cable capable of accepting air blown fiber
optics. This requirement is to provide and secure extensions to the
fiber cable plant and necessary incidental work that includes, but is
not limited to, trenching, excavating, and backfill, complete and ready
for the installation of a air blown fiber optic cable backbone in
various locations around the Naval Air Station. The work includes
providing and installing manholes, pedestal enclosures, direct burial
tube cable, tube cable in conduit, splice cases, network building
services entrances, junction boxes, underground rigid metallic conduit,
underground polyvinyl chloride (PVC) conduit, tranching, jack and
boring, the replacement of any road markings that need to be on the
road when making new patch with asphalt or cement, and incidental
related work. The required system must be capable of supporting
projects for engineering, manufacturing, and development of aircraft
and related subsystems for the next 20 years. Procurement and
installation of fiber and transmission medium is not a part of this
requirement. Due to the constantly changing mission requirements of the
Naval Air Warfare Center, Aircraft Division and the 53 other tenant
commands located at this base, the tubing system must allow the
flexibility to easily reconfigure and re-route air-blown fiber optic
cable. This tube cable system must be able to satisfy the following
requirements: (a) the incremental installation of the quantities and
types of air blown fiber needed to meet changing mission requirements,
(b) the ability to remove and reuse air blown fiber selectively with
no tensile stress on the fiber strands themselves, (c) the ability to
provide expedient emergency restoration without inducing additional
splice loss (attenuation) in a single stap process, (d) the ability to
establish and change telecommunications routes quickly and easily
without disrupting main telecommunicatons services, and (e) the ability
to change fiber technology (single mode, multimode or new capabilities)
both selectively and incrementally. This requirement shall be awarded
as an Indefinite-Delivery Quantity type of contract using competitive
procedures. The estimated cost of construction is between $1,000,000.00
and $5,000,000.00. The minimum guarantee will be $600,000.00. The
successful offeror will be selected by informal competitive
negotiation. Offerors will be evaluated on price and other non-price
(Technical/Management) related criteria. Technical/Management factors
are equal in importance to price considerations. A pre-proposal
conference is tentatively scheduled for 28 March 1995. Do not call for
additional technical information. Issuance of the Request for Proposal
is tentatively scheduled for Wednesday, 13 March 1995. Based on the
tentative issuance date all proposals must be received in the Resident
Officer in Charge of Construction (ROICC) office by 2:00 p.m. 17
April, 1995. There will be a $15.00 non-refundable fee for the plans
and specification/RFP. Checks should be made payable to the Treasurer
