471-7521. Presolicitation Notice of the Nebraska Air National Guard for
the requirement for Construction of an Apron and Hydrant Refueling
System and POL Farm at the Air National Guard Base, Lincoln, Nebraska.
The contractor will be required to provide all labor, materials,
equipment, supervision and other necessary items to complete this
project. A general description of the project involves replacement of
concrete apron including ramp lights; relocate and upgrade taxiway with
lights; install fuel lines/hydraunts, fill stands and entry road. Two
7,500 barrel fuel storage tanks and renovation of the existing
operations facility; all utilities and support including parking for
refuelers and other vehicles; mechanical and electrical work; site
paving, landscaping and other related work incidental to the project as
described in the specifications, drawings and contract documents.
Estimated construction cost is over $10 Million dollars. The
construction performance period is estimated to be 18 months from
``Notice To Proceed''. Interested concerns should as early as possible,
but not later than 15 calendar days after publication of this notice,
indicate interest in bidding as the prime or as a subcontractor on the
project. Evidence of capability to perform including references for
similar work with contract numbers, points of contact, and telephone
numbers, and if appropriate a positive statement of eligibility as a
small socially and economically disadvantaged business concern. In
addition, the dollar amount of the company's current construction
bonding capability is required to be submitted. The contracting officer
will utilize the information received to make a decision to issue this
solicitation as set-aside for Small Disadvantaged Business (SDB) or as
``Unrestricted'' without further notice. Therefore, All interested
business concerns are requested to reply to this notice. Replies must
indicate the firm's size status such as large, small, small
disadvantaged or 8(a). The standard Industrial Code (SIC) is 1629 for
this procurement. The small business size standard is $17 Million
average annual revenue for the previous three years. Large Business
concerns will be required to submit a Small and Small Disadvantaged
Business Subcontracting Plan as prescribed by FAR Clause 52.219-9, ALT
I, after evaluation of the bids, but prior to award of the contract.
Time constraints for the submission of the subcontracting plan shall be
published in the solicitation. The Government would like to use the
``PARTNERING'' concept for this project. This partnership will be
bilateral and totally voluntary by all participants. Solicitation
