Industrial Supply Center Norfolk Detachment Washington has a
requirement in support of the U.S. Naval Academy for procurement of
variety of air filters for air conditioning systems at the U.S. Naval
Academy. This solicitation will be for seven types of filters. Each
type will require several different sizes. The total annual estimated
quantity of air filters required is approximately 20,000. Because this
will be a recurring requirement, an Indefinite Delivery Indefinite
Quantity contract with firm fixed unit prices is anticipated. The
resulting contract will have a base year with four option years.
Proposals will be evaluated based on low cost, technically acceptable
proposals. All proposals must include an ASHRAE 52-76 or 52-1-1992 test
report for each filter type, performed during the past 3 years, from an
independent commercially operated test laboratory. Filters shall have
been tested and approved by the Underwriters Laboratories, Inc. and
classified when tested in accordance with U.L. Standard 900. This
proposed contract is being considered as a 100 percent set-aside for
small business concerns, as defined by the clause at 52.219-6 of the
Federal Acquisition Regulation. Interested Small Businesses should
provide the contracting office as early as possible, but not later than
15 days after this notice, evidence of their capability to perform the
contract, and a positive statement of their eligibility as a small
business. A manufacturer or regular dealer submitting an offer in its
own name agrees to furnish end items manufactured or produced by small
business concerns inside the United States, its territories and
possessions, the Commonwealth Puerto Rico, the Trust Territory of the
Pacific Islands, or the District of Columbia. If an adequate response
is not received from small business concerns, the solicitation will
instead be issued, without further notice, as: Unrestricted. Therefore,
replies to this notice are also requested from Large Business concerns.
SIC Code 3564 applies. The small business size standard for this SIC
