Administration is seeking information on the availability of ''tools''
to assist managers in planning, development, and execution of major
acquisition programs for systems, equipment, facilities, and software.
Tools are defined to be specific, structured information that assists
in decision making and development of required planning and associated
documentation. A second area of interest is related systems for
presentation and delivery of this information.The tools should
encompass currently accepted ''acquisition best practices'' and should
provide one or more of the following types of information or
capability: Program Document Creation - Tools should assist in the
development of required FAA major acquisition management documents such
as Integrated Logistic Support Plan, Statement of Work, Test and
Evaluation Master Plan, Risk Management Plan, Work Breakdown Structure,
Specification, etc. Tools should directly provide document content that
is independent of the specific acquisition program and should guide the
user through development of program-specific content. At minimum, use
of the tool will result in a skeletal planning document that identifies
and generically addresses all essential elements of the document's area
of consideration. Acceptable program document creation tools could be
manual or automated and take the form of manuals, charts, checklists,
expanded document tables of content, templates (electronic and paper),
databases, spread sheet applications, intelligent systems, etc.
Automated Program Planner - The Federal Aviation Administration seeks
information on existing products or mature concepts that would enable
specialists to access and tailor FAA acquisition processes for specific
programs. The output would be a top-level plan of the critical
milestones, activities, and products that must be accomplished to
achieve efficient and effective execution of the program. The product
or concept sought by FAA must house all elements of the FAA acquisition
process, as well as the instructions, checklists, templates, and other
aids that will be developed to assist specialists in planning and
executing acquisition programs. The product/concept must be robust and
able to accommodate changes to and expansions in acquisition processes
and supporting tools and aids. Document Management - Document
management tools should facilitate review and revision of draft
documents by multiple reviewers. Tools should be automated or manual
systems for presenting and distributing the above types of information.
Acceptable automation presentation systems include databases,
multi-media systems, intelligent systems, etc. Automated tools and
delivery systems must be accessible in a user friendly environment and
be compatible with IBM PC Local Area Network (LAN)/Wide Area Network
(WAN) or a platform-independent LAN/WAN environment. Please respond in
