CONTRACT INFORMATION: Architect-Engineer services are required for the
preparation of final plans, specifications, quantity estimate,
engineering during construction (option), construction management
(option), construction quality assurance (option) and final preparation
of as-built drawings (option) for the Mercer County Regional Water
Distribution project located near Princeton, West Virginia. A
firm-fixed-price contract will be awarded immediately following the
consummation of an agreement with the project sponsor. This procurement
cannot proceed without execution of this Project Cooperation Agreement.
A separate Project Cooperation Agreement with the sponsor will be
required prior to proceeding with construction activities. 2. PROJECT
INFORMATION: The plans shall include details necessary for the
construction of water lines ranging from six and eight inch municipal
water distribution lines to 24 inch main transmission lines. This
project is a subordinate phase of a larger regional water project and
therefore design and construction schedules must be coordinated with
the progress of said project. All plans and specifications must conform
to the design standards of the State of West Virginia. Provisions must
be included for appropriate coordination with all concurrent and
adjacent owners; i.e. the towns of Athens, Lerona and Princeton, WVDOT,
utilities, residents and businesses. Construction costs are estimated
at over $2 million. 3. SELECTION CRITERIA: See Note 24 for general
selection process. The selection criteria in descending order of
importance are: 1) Specialized experience and technical competence in
designing waterline projects in rural communities, knowledge of
specific local, state or Federal laws and knowledge of State of West
Virginia design criteria; 2) Capacity of the firm to accomplish the
work and assure that the work progresses in coordination with the
efforts of a larger Mercer/Summers County Project; 3) Qualified
professional personnel in the following disciplines: civil/sanitary
engineers; 4) Past performance; 5) Geographic proximity to the work
site; 6) Volume of DoD contracts awarded in the previous twelve months.
SUBMISSION REQUIREMENTS: Firms having the capacity to perform the work
and who desire to be considered must submit a completed SF 255 and
appropriate data. Only SF 255's received in this office within thirty
(30) days from the date of this notice will be considered. If SF 254 is
not on file with the U.S. Army, Corps of Engineers, a current SF 254
should also be included. The revised edition of SF 254 and SF 255 dated
11/92 must be used. This is the ''ONLY'' edition that will be accepted.
No other general notification to firms will be made and no further
