The Electronic Combat Development System Office (ASC/LN) anticipates releasing Advanced Strategic and Tactical Infrared Expendables (ASTE) Draft Request for Proposal (RFP) documents on approximately 28 Feb 95. The ASTE RFP will be for the Engineering and Manufacturing Development (EMD) of expendable decoy systems capable of countering the evolving Infrared (IR) missile threat. The ASTE program has been initiated to design, develop, produce and deploy expendable decoy systems to fulfill the requirements as specified in the System Requirements Document (SRD). Decoys fabricated under this program will replace or form a compatible mix with existing infrared (IR) decoy expendables and will improve our ability to counter advanced IR threats. The ASTE EMD program is composed of the following four distinct groupings: (1) The Fighter group. (2) The Low/Slow group. (3) The Covert group. (4) The B-1. Due to funding limitations, only the Fighter and Covert groups will be accomplished in this EMD acquisition. If additional funding becomes available, an appropriate acquisition strategy (e.g., conduct full and open competition for a new contract, award a new sole source contract to the existing ASTE EMD contractor, or contractually incorporate the requirements into the basic ASTE EMD contract by Engineering Change Proposals or Contract Change Proposal) will be determined at that time to meet the requirements of the Low/Slow and/or B-1B groups. Contractors interested in obtaining the formal RFP when issued, should submit along with your comments to the DRFP the following information: (1) company name, (2) a point of contact, (3) unclassified and classified mailing addresses, (4) phone and fax number, (5) identification of interest as prime or subcontractor, (6) designation as small or large business, (7) designation as to location in Labor Surplus Area (LSA), and (8) desire to receive bidders list, unclassified or classified portions of the formal RFP when issued. The ASTE DRFP documents will be published on ASC's Pre-award Information Exchange System (PIXS), an electronic bulletin board, for the release of pre-RFP documents. The System Requirements Document (SRD), the DD Form 254, and the CDRL package will not be published on the PIXS. All the documents (including the SRD, DD Form 254, and the CDRL package) may be reviewed at the ASTE Technical Library. Only those documents not available on the PIXS (CDRL package, DD Form 254, and the classified SRD) may be picked-up or mailed beginning on approximately 28 Feb 95. In order to receive or pick-up the classified SRD, the following information must be submitted to MacAuley-Brown, 3915 Germany Lane, Dayton, Ohio, 45431, phone (513) 426-3421, Fax (513) 426-5364, by 24 Feb 95: (1) a visit request, (2) a classified mailing address, and (3) the name of the person who will receive the package. In order to pick-up the classified SRD, a valid identification and authorization to courier the classified package, in accordance with the Industrial Security Manual, must be presented to MacAuley-Brown at the time of pick-up. Anyone picking-up or receiving classified information must have an approved facility clearance on file with the Defense Investigative Service (DIS). Information on the rules and procedures for potential offeror use of the ASTE Technical Library has been published on the PIXS and should be reviewed prior to contacting MacAuley-Brown. The ASTE Technical Library will remain open through submission of the formal proposals. The ASTE Technical Library is located at MacAuley-Brown, Inc., 3915 Germany Lane, Dayton, Ohio, 45431. All comments to these documents must be submitted either through the PIXS or on a 3.5 inch diskette in either Microsoft Word 6.0 or DOS Text format and submitted to Attn: Ms Jackie Owens, ASC/LNWA, Building 28, 2145 Monahan Way, Wright-Patterson AFB, OH, 45433-7017 by the Close of Business on 10 Mar 95. Comments received after 10 Mar 95 or comments NOT submitted on a disk in either Microsoft Word 6.0 or DOS Text format will not be formally responded to by ASC/LN. Your responses are voluntary and the Government is neither calling for offers nor negotiating during this DRFP process. Any expense incurred in responding to this draft shall be borne by the respondent. The Government reserves the right to incorporate suggested changes into the formal RFP without identifying the submitter or obtaining the submitter's approval. All comments and any answers we provide will be shared with all prospective offerors, therefore, do not submit proprietary comments. The comments will be published anonymously along with a government response in the PIXS and in the ASTE technical library in late Apr 95. The PIXS can be accessed via a modem at (513) 476-7217. Foreign-owned U.S. companies are not foreign companies. Release of classified technical data to foreign-owned U.S. companies and their receipt of any classified information is dependent on the type of facility security clearance under which the company is operating. Also, please include with your comments whether your company is a large or small business in relation to Standard Industrial Classification (SIC) Code 8711, size standard, $ 20 Million in gross sales over the last three years. The Government reserves the option to set this action aside for small business. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his concern during the proposal development phase of this acquisition.
