The Naval Undersea Warfare Center, Newport Division, New London
Detachment (NUWCNL) is soliciting proposals from industry for new and
innovative R&D solutions for the development of acoustic materials. The
materials will be used for acoustic windows that protect sonar
projectors and hydrophones from the ocean environment without degrading
their operating performance. The acoustic, structural and environmental
characteristics of the materials will be of primary importance, as well
as their non- acoustic signatures. In addition to new materials,
modifications to existing window materials are also of interest. NUWCNL
has two task areas for which one or more contracts will be issued, one
task area is for flat panels and one is for domes. NUWCNL may have a
possible third task area related to the same issue, which will be
specified at the Industry Brief discussed below. Contractors may submit
proposals for any or all of these tasks. If a contractor lacks
technical resources to adequately address any of the material aspects
that are desired, corporate teaming is encouraged to correct this
condition. The contractor shall be tasked to design a material and also
to manufacture flat panels and/or domes of this material. The panels
and/or domes will be evaluated by the Government to experimentally
assess the characteristics of the material. The results of this
evaluation will determine if the material will be considered for
further development under a possible follow-on contract. Because the
acoustic materials are intended for eventual use in shipboard systems,
performance requirements for acoustic windows currently in the fleet
will be provided as Government-furnished information (GFI) to serve as
guidance for the design goal. This GFI and other detailed information
regarding the research objectives will be provided at an Industry
Brief (SECRET-NOFORN) to be held at NUWCNL, Christopher Columbus
Auditorium, on 17 March 1995 from 0830 to 1200. Bad weather date is 24
March 1995, same time. Please limit the number of attendees to 3 per

for Acoustic Window and Dome R&D. This synopsis constitutes a Broad
Agency Announcement (BAA) per FAR 6.102(d) (2) (i); there will be no
formal request for proposals (RFP) or other solicitation request in
regard to this announcement. Companies wishing to participate in the
program should submit their technical (5 copies) and cost (3 copies)
proposals to the Naval Undersea Warfare Center, Attn: Carol Gorman,
Code 0912, Bldg 39, New London, CT 06320. Closing for submittal of
proposals is 1400 hours on 27 April 1995. All material submitted to
NUWCNL under this announcement shall be considered Government property.
The Government requires unlimited data rights with regard to the
procurements with the possible exception of a negotiated position for
data rights to existing concepts which may be further developed under
this procurement(s). Specific deliverables, delivery schedules and
contracts will be negotiated with successful offerors. Based on funds
available and potential contribution of the proposed effort, NUWCNL may
select for award any, all, part, or none of the responses received. The
Government expects to award contracts under this announcement during
the fourth quarter of FY 95. The contract awards will be Firm Fixed
Price. Technical proposals shall contain the following: (a) a
description of the technical and/or design approach to meet the topic
requirements including problems and proposed solutions; (b) the
facilities and equipment which will be used; (c) the organizational
structure, corporate experience, personnel, any teaming arrangements or
subcontracting; (d) the proposed schedule (periods shall not be greater
the 9 months for flat-panel task and not greater than 12 months for the
dome task); (e) discussion of cost realism and impact of past and
proposed investment. Proposals will be evaluated per the following
criteria: (1) overall scientific or technical merit of the ideas or
concepts proposed, and demonstrated understanding of the technical
objectives; (2) the offerors capability, related R&D experience, past
performance, management organization, subcontracting practices,
facilities, techniques and unique combinations of these which are
integral factors for achieving the proposed objectives; (3) the
qualifications, capability and experience of key personnel who are
critical in achieving the proposed objectives; (4) cost, including cost
realism and affordability of the proposed approach. For evaluation
purposes, technical capability is significantly more important than
cost; however, the degree of the importance of cost will increase with
the degree of equality of proposals in relation to technical
capability in the same area of interest, or when cost is so
significantly high as to diminish the value of technical superiority to
the Government. Proposal length, exclusive of cost and pricing data,
shall not exceed thirty (30) 8 1/2 x 11 inch typewritten pages per task
and shall specify the task addressed. If the proposal addresses more
than one task, the page limit shall be an additional ten (10) pages per
