Government intends to solicit and negotiate on a sole source basis
with Atlantic Center for the Environment, Ipswich, Massachusetts, to
develop a curriculum package covering the extinct Great Auk to support
the NOAA Stellwagen Bank National Marine Sanctuary. Authority: 41 USC
253(c)(1). The Atlantic Center shall produce a videotape explaining
the importance of Stellwagen Bank and other banks in the general marine
ecosystem and how they relate to the great auk, right whale, and
Atlantic cod. The Atlantic Center shall produce an audiotape about the
fate of the great auks and other creatures of the northwest Atlantic
banks. The Atlantic Center shall begin production on a teacher workbook
in cooperation with WGBH/NOVA and Stellwagen Bank National Marine
Sanctuary which will cover the issues of species survival and
extinction; what is meant by the terms abundant, threatened, endangered
and sustainable use; how humankind has looked at species in the wild
over the ages; the importance of banks to marine ecosystems; and the
intricate marine food web. The workbook shall be interdisciplinary,
covering, in addition to environmental issues, topics including
geography, charting and navigation and related math, composition, and
history of the New England states and Canadian maritimes in relation to
local use of the marine resources. The proposed contract action is for
supplies or services for which the government intends to solicit and
negotiate with only one source under authority of FAR 6.302. Interested
persons may identify their interest and capability to respond to the
requirement or submit proposals. This notice of intent is not a request
for competitive proposals. However, all proposals received within
forty-five days after date of publication of this synopsis will be
considered by the government. A determination by the government not to
compete this proposed contract based upon responses to this notice is
solely within the discretion of the government. Information received
will normally be considered solely for the purpose of determining
whether to conduct a competitive procurement. Period of performance is
365 days from date of contract award. Copies of the solicitation will
only be provided in response to written or faxed requests received
directly from the requestor. Telephone requests will not be honored.
