2102, Washington, D.C. 20536 D -- SIX MONTH SOLE SOURCE EXTENSION OF CONTRACT COW-1-90440 FOR
SERVICE CENTER DATA ENTRY, MAIL AND FILE SUPPORT SERVICES Contact John
Young, Contracting Officer, 202/514-2919. The Immigration and
Naturalization Service intends to negotiate a modification to its
current contract no. COW-1-90440 with Applied Technology Associates,
Mountain View, CA on a sole source basis for continued performance in
thirty day increments not to exceed six months (September 30, 1995).
These services are provided at the Northern Service Center (NSC),
Lincoln, NE, Southern Service Center (SSC), Dallas, TX and Western
Service Center (WSC), Laguna Niguel, CA. The modification is authorized
under FAR 6.302-1, only one responsible source and no other services
will satisfy agency requirements. The current contract expires March
31, 1995 and the agency cannot perform its mission without full
performance during this transition period, nor can it tolerate the
disruption to employees and production which the imposition of any
interim service center support contractor would entail. The
modification is necessary as a result of the June 7, 1994 decision of
the General Services Administration Board of Contract Appeals to
dismiss with prejudice protests filed regarding INS's May 12, 1994
award of a new data entry contract no. COW-4-C-0006 to LaBat-Anderson,
Inc. of Arlington, VA. Under a settlement agreement, INS terminated
that contract for convenience and reopened discussions with the five
offerors in the competitive range. Discussions ended in September 1994,
BAFOs were received, and evaluations and supporting documentation are
nearly complete. However, any new contractor must be allowed 120 days
after award to transition to full performance. This synopsis is
published under the mandate of FAR 6.302-1(d)(2) and does NOT signify
the pending issuance of any Request for Proposals. NO mailing list will
be prepared; requests from parties who do not fully read this notice
will be DISREGARDED. All responsible sources may submit an offer within
fifteen (15) days which will be considered. See Numbered Note 22.
