Health Service Headquarters West, Alcohol and Substance Abuse Program,
Albuquerque, New Mexico, intends to enter into a sole source contract
to provide alcoholism and substanct abuse consultation and technical
assistance to eight Indian Head Start grantees pursuant to 41 USC 253
(c)(5) and 25 USC 47, Buy Indian Set-Aside, Authorized or Required by
Statute as implemented by FAR 6.302-5(a)(2). Assistance will be
provided to Head Start staff such as the director, health/disabilities
coordinator, nutrition coordinator, cooks, volunteers, and to parents
of children participating in this program. This alcoholism and
substance abuse consultation and technical assistance includes on-site
assistance based on the approved Head Start Program Performance
Standards and technical assistance needs identified by the program.
Activities include development of culturally relevant substance abuse
strategies and training of staff on substance abuse prevention, assist
in the development of evaluation and training instruments, developing
resource data bases, developing a drug free workplace, training of
staff on how to screen and refer families identified as requiring
further ATOD (alcohol, tobacco, and other drug) assistance, and
coordinate services with existing community ATOD providers and
programs. The Indian Health Service (IHS) provides assistance and
support services to the Head Start Bureau's American Indian Program
Branch (AIPB) grantees in the form of medical, dental, nutrition,
mental health consultation and as of special initiatives project to
provide specialized and intensive alcoholism and substance abuse
technical assistance in a three year pilot effort. The effort seeks to
develop culturally relevant Indian substance abuse strategies designed
to provide training of staff on substance abuse prevention; gain tribal
support for drug free lifestyles; initiate parent involvement
activities around alcoholism and substance abuse prevention, wellness,
advocacy and collaboration; and provide guidance for local tribal
grantees in the development of policies related to alcoholism, tobacco
and other drugs of abuse. Period of performance is Date of Award
through April 30, 1996 with two one year option periods. No
solicitation is available, therefore requests for such documents will
be considered invalid responses. Concerns having the ability to provide
the services stated above must submit written notification that
demonstrates their ability to satisfy the requirements. This should be

days from date of this synopsis is published, the Contracting Officer
will proceed with this acquisition to the National Indian Child
