The Department of Labor, Employment and Training Administration (ETA) is soliciting proposals for the conduct of a random assignment evaluation of the Center for Employment and Training (CET) replication sites. Specifically, the awardee shall be responsible for working with CET replication sites to design random assignment procedures; randomly assigning out-of-school youth applicants at these sites to treatment and control groups; conducting periodic site visits to grantees to observe the operation of CET training; interviewing the participant and control group youth 18 months after random assignment; and interviewing youth 30 months after random assignment. The period of performance shall be five (5) years from the date of execution. The procurement is offered on an unrestricted basis (full and open) and subject to FAR Clause 52.219-9. Small Business and Small Disadvantaged Business Subcontracting Plan. Offerors must reserve at least 25% of the total contact amount and 40% of the funds designated for the design, operation, and monitoring of random assignment to small disadvantaged businesses, women-owned small businesses, and small businesses with the purpose of assisting the aforementioned type of businesses in the conduct of random assignment. Request for Proposals (RFP) will be available upon written request only, approximately 15 days after date of publication on a first come, first-served basis, while supply lasts. Telephone requests will not be honored. For requests made after the supply is exhausted, the Contracting Officer may determine whether payment of a fee is warranted.
