of the Philippines, through the Department of Public Works and Highways
(Dpwh), invites interested contractors to apply for prequalification
and, if prequalified, to bid for the edsa/ pasay Road - ayala avenue
interchange project metro Manila interchange Construction project I
makati, metro Manila Philippines the application for prequalification
is open to local contractors registered and lassified by the
inter-agency committee on registration and classification of
contractors as quote large, sub-class B unquote for bridges and similar
structures with an allowable range of contract cost of above pesos 3
million without upper limit and to Foreign contractors from eligible
source countries which are all the developing countries as defined in
1 1 (B) of the memorandum of understanding on untying bilateral
Development loans in favour of Procurement in developing countries
among the eight (8) members of the Development assistance committee on
June 7, 1974 and all member countries of the organization for economic
cooperation and Development (oecd), licensed in their own country and
certified by their respective embassies/consulates that they are
bonafide qualified contractors local eligible contractors are enjoined
to team up as a quote joint venture unquote (two or three firms
together) for this project at least one of the firms should be well
experienced in the Construction of quote reinforced soil-cement
diaphragm wall unquote and should have available equipment for the said
specialized Construction, including quote tri-axis augers unquote one
of the firms in the joint venture May be a Foreign firm with the
capability, experience and equipment for the said specialized
Construction, either as a quote member-firm unquote or as quote a
nominated subcontractor unquote eligible Foreign contractors are
enjoined to team up with one or more eligible local contractor-firms as
a quote joint venture unquote for this project the contract Works
include mainly the following Construction or Works viaduct structure
for left turning traffic from ayala avenue to edsa (northbound)
consisting of cast-in-place deck slab on pc hollow slab girders and ps
box girders number of spans 18 @ 22.00 M/span - pc hollow slab girders
3 no. 35.50 M/span - ps box - - - girders (on-curve) number of lanes 2
@ 3.25 M/lane retaining wall structure standard/special and L type
retaining Walls; - depressed lanes of edsa (for through traffic in both
directions) across its intersection with pasay Road only and depressed
lanes of edsa (for through traffic) across its intersection with pasay
Road all the way through to and across its intersection with ayala
avenue and vice versa (the depressed lanes will be of reinforced
concrete payment);-at-grade lanes of edsa, which will be of bituminous
concrete pavement and constructed on TOP of the composite slab of the
quote cover structure unquote; practically the entire Area of the
existing pc concrete pavement of edsa within the project limits will be
removed and a huge volume of earth excavation will be undertaken but
mostly only after the cover structure has been completed; - cover
structure the cover structure (over the depressed lanes) consists
essentially of precast ps beams laid side by side in a deck in groups
of 20 M, 25 M and 30 M with each group prestressed transversely as a
monolithic composite slab the cover structure rests on soil- cement
diaphragm Walls (reinforced with precast panels) and auger-cast
columns, copped with precast prestressed sleepers a bituminous concrete
pavement is to be constructed on TOP of the cover structure to carry
at- grade traffic; electro-mechanical Works including V entilation
system, pumping system for drainage of depressed carriageway, street
lighting system, and traffic signal system; - drainage system; -
relocation of mwss pipe (1050 mm dia ); and - traffic management during
Construction the project is partly financed by the overseas economic
cooperation fund (oecf) of Japan under loan agreement ph-P102 and the
government of the Philippines (gop) the contract Works are estimated to
cost pesos 850 million (usdlr 1 00 equals pesos 25.00). Implementation
of the contract Works is expected to twenty five (25) months
interested contractors shall signify their intent by letter or cable
not later than 06 March 1995 and shall submit their duly-accomplished
prequalification documents to the Chairman, prequalification, bids and
Bonifacio Drive, Port Area, Manila, Philippines, not later than 5 00
P.M. on 05 April 1995. Prequalification forms and instruction to
applicants shall be issued to each interested contractor by the Pbac at
the aforecited address upon presentation of his letter of intent and
payment of a non-refundable fee of pesos 500 00. Prequalified and
predisqualified contractors will be notified accordingly on or about 02
May 1995 the prequalified contractors May obtain the bid documents from
the urban Road projects office (urpo), Dpwh, 2ND street, Port Area,
Manila, Philippines, upon payment of a non-refundable fee of pesos 500
00. The Pbac will receive sealed bids in the prescribed forms from the
prequalified contractors before July 1995 date of bid opening will be
announced later. All particulars relative to prequalification, bid
bond, performance bond, pre-bid conference, bid evaluation and award of
contract shall be governed by the provisions of loan agreement no
ph-P102 between the republic of the Philippines and oecf of Japan, P D.
no. 1594 and its implementing rules and regulations as amended, and
