effort is a procurement which consists of three phases: Phase 1 is a
six-month conceptual design study of a dual-fuel (hydrogen/endothermic
hydrocarbon) airbreathing hypersonic vehicle. Phase 2 is a 1-year
component design effort focused on the 3 most critical components of
the Phase 1 vehicle. Phase 3 (Optional) is a conceptual design study of
an X-vehicle which would flight demonstrate the key technologies needed
for the Phase 1 vehicle. Proposals should address the total 3-phase
program. A low-number NASA contractor report is required as a
deliverable at the conclusion of each phase. The objective of this
contract will be to establish study vehicle performance potential and
technology requirements, define key components in adequate depth to
allow government design and fabrication of test articles, and develop
an X-vehicle concept which could accomplish flight technology
demonstration. It is expected that a cost-reimbursement contractual
arrangement will apply. The Government intends to make only one award.
The period of performance will be 30 months, inclusive of the Phase 3
option. Anticipated release of the solicitation is planned for March
31, 1995. All responsible sources may submit an offer which shall be
