The National Park Service (NPS), Grand Canyon National Park (GRCA) has a requirement for the provision of medical services for the public within the Park. The NPS intends to award a sole source contract to Samaritan Health Service (SHS), the current provider of medical services for GRCA's resident and visitor population. These services are being provided through a long-term concession contract. Among other provisions, the concession contract authorizes SHS to provide additional or new medical services within GRCA as deemed necessary and appropriate by NPS. The concession contract requires the provision of medical services Monday through Friday, 8:30 AM through 5:30 PM. GRCA now requires availability of medical services and personnel on a 24-hour basis. The proposed procurement contract is to provide for the availibility of medical personnel for all time not covered by the concession contract (i.e., 5:30 PM to 8:30 AM, Monday through Friday). When a concession contract is awarded, the concessioner is the sole provider of the authorized services within the Park, unless specific conditions or requirements dictate the use of multiple concessioners. No conditions suggest the appropriateness of multiple concessioners in this case. SHS occupies Government-provided, shared-occupancy, building space. No additional space is available in GRCA to assign to this or any other medical provider. There is no known private land between GRCA and Flagstaff, Arizona, on which other medical facilities could be constructed. The next closest private housing opportunities are 60 miles from GRCA at Willaims, Arizona. GRCA has no additional housing to assign or otherwise make available to support its medical service requirements. The Governement anticipates award of a firm-fixed price contract.
