TAYLOR, (202)782-1284, Contracting Officer, Alfred Bariatti Walter Reed Army Medical Center intends to negotiate with Perkin Elmer Applied Biosystems Division on a sole source basis for hardware and software upgrades for a peptide synthesizer and DNA sequencer to include the following: (1 ea) automated genetic analysis software; (1 ea) DNA & protein sequence comparison software; (1 ea) factura and autoassembler application software; (1 ea) stretch upgrade for Model 373A; (1 ea) 5-filter wheel/basesprinter upgrade kit; (1 ea) model 431A feedback monitoring kit; (1 ea) PPC 8100/16/500CD internal controller; (2 ea) PPC 6100/60/8/250 external controllers; (2 ea) 17'' color monitors; (3 ea) apple design keyboards; (1 ea) DNA thermal cycler 480; and (1 ea) reagent starter kit. It is believed that Applied Biosystems is the sole source for this requirement under the authority of FAR 6.302-1 because of the proprietary software that is specific for these instruments. Any competing firm that is able to provide the above requirements must provide sufficient technical documentation to demonstrate that capability to the Government, and may request a copy of Solicitation Number DADA15-95-R-0057.
