20361-2170 15 -- JOINT TACTICAL UNMANNED AERIAL VEHICLE-MANEUVER POC Contact,
Richard Fraser, Phone (703)604-0903 The Naval Air Systems Command has
released draft copies of the Government's Technical Requirement for the
Joint Tactical Unmanned Aerial Vehicle-Maneuver (JTVAV-M) program. A
JTUAV-M Reading Room has been established for this requirement and is
located in the Redstone Scientific Information Center (RSIC), Building
4484, Redstone Arsenal, Alabama. The Reading Room will be available on
a first request basis. Access to classified material will require
secret clearance. Appointments may be made by calling (205) 842-8444.
The following procedures will apply: a) U.S. contractors must transmit
their security clearances to the U.S. Army Missile Command Visitor
Control Center, Fax Number (205)895-3303 and to the RSIC Library, Fax
Number (205)876-6000. b) U.S. contractors not possessing a picture
badge must proceed through the Visitor Control Center, telephone
(205)876-4542 and fax number (205)876-3303, at Gate One on Martin Road,
Redstone Arsenal, Alabama. c) Reading Room hours will be from 0830-1130
and 1230-1530 Monday through Friday, except federal holidays. d)
Appointments will be limited to no more than four people per visit. e)
Reproduction of single copies of unclassified material may be copied
using the RSIC copier. f) A single copy of unclassified material may be
checked out overnight but must be returned to the Reading Room by 0815
hours the following morning. g) No appointment will be made for
foreign visitors until an official visit request has been received and
approved. Official visit requests are to be submitted through the
visitor's embassy in Washington, DC to Headquarters, Department of
Army, Deputy Chief of Staff for Intelligence who will determine foreign

(205)842-7518. h) Additional documentation will be added to the Reading
Room as it becomes available. Updates to the list of material will be
added to the electronic bulletin board. The Government is contemplating
the use of electronic media for the formal release of the soliciation.
Instructions for release of the RFP are as follows: Contractors will
dial-in and download the RFP from the project office bulletin board.
There will be login screens and a login ID will be required. The login
ID will be: UAV2\47519 for all contractors. The contractor CAGE Code,
Name, Address, and POC/phone information will have to be entered
before access is granted for RFP transfer. Hard copy mail-outs of the
Draft Technical Requirement is available by contacting Mr. Richard
Fraser at (703)604-0903 ext 3743. There will be two selections for
downloading: a) Download RFP; b) Download MS Project Template. There
will be on-screen directions for all transfers. Selection B is
mandatory for all contractors submitting a proposal. The template is in
spreadsheet format and must be filled in. Files can be zipped (DOS
PKZIP) for faster transfer. The DOS commands PZKIP and PKUNZIP will be
available for transfer. After the download procedure is complete the
login session will be automatically terminated. Instructions for
submitting proposals: The government will require that all proposals
submitted in response to this solicitation be in standard Microsoft
Word 5.0, Microsoft Project 4.0, Microsoft Excel 5.0 and Communication
Software - PC Anywhere 5.0. Any version lower than Microsoft Project
4.0 will not be compatible. All software must be Microsoft Windows
compatible (DOS or Macintosh). If using a Macintosh, save it as a DOS
file. Hard copy mail-in's are mandatory with floppy disk(s) included.
All disks must be properly labeled. Proposals may also be submitted
electronically as follows: Contractors will dial-in and upload their
proposal into the Project Office bulletin board. There will be login
screens and a login ID will be required. The login ID will be
UAV2\47519 for all contractors. The second screen will ask for
contractor CAGE Code, Contractor Name, Address and POC/phone
information. All information must be entered before access is granted.
There will be two selection under the submission option: a) Upload
original proposal; b) upload changes only. Both selections can be
accessed as many times as needed before the closing date for receipt of
proposals. If the files that are to be submitted are very large use the
DOS PZKIP command before transferring. The standards for documentation
are as follows: Standard Microsoft Word 5.0, Microsoft Project 4.0,
Microsoft Excel 5.0 and Communication Software - PC Anywhere 5.0. Any
version lower than Microsoft Project 4.0 will not be compatible. All
software must be Microsoft Windows compatible (DOS or Macintosh). If

(205) 895-4311/4223. In answer to concerns about release of draft RFP
information to foreign subcontractors, the following information is
provided. Offerors may release any information contained in the draft
RFP to any subcontractor from Canada, France, Israel, Italy, the United
Kingdom and Germany. Additional requests for dissemination will be
considered on a case by case basis. A bidder's conference is still
contemplated. The date and site for this conference will be forthcoming
and disseminated through the commerce business daily. Note: Release of
the formal solicitation will include classified information and shall
be released only to those offeror's possessing a secret security
clearance. Offeror's must send a copy of their secret security
clearance, classified mailing address and their CAGE code to the
attention of Mr. Richard Fraser at the address noted below. This
synopsis does not represent a contract, a promise to contract or a
