modification to our sources sought synopsis dated 06 Oct 1994. The
Aeromedical Systems Division (HSC/YAM) of the Human Systems Program
Office awarded two contracts in December, 1993 to Guild Associates,
Inc., Hillard OH and Engineered Air Systems, Inc., St Louis MO for the
development and production of a prototype CHAMP to improve the
temperature, chemical and biological protection of the Air
Transportable Hospitals (ATHs). These two basic contracts included a
provision for a downselect to one contract for the Cost Plus Fixed Fee
(CPFF) engineering manufacturing development phase and the Firm Fixed
Fee (FFP) production phase. The Government reserved the right to
downselect to a single source at the conclusion of testing the
prototypes. Down selection is scheduled to occur between Apr 95 and Sep
95. The Government's expectations are that only offerors participating
in the proceding phase will be capable of successfully competing for
the subsequent and future phases; however, all responsible sources
which feel they have produced a prototype which has demonstrated
compliance with our requirements, will be considered by the agency. All
potential offerors desiring to enter the competition must demonstrate
they meet all Government specifications and the same level of design
maturity as the successful contractors from the preceding phase. The
Government reserves the right to make a down selection for the next
phase, when and if appropriate, without the issuance of a new formal
solicitation. Do not submit a prototype or proposal in response to this
