The companies that responded to the original notice are on file and need not reply to this amended synopsis. The U.S. Department of Commerce/NOAA intends to issue a Request for Proposal (RFP) for the acquisition of telecommunication services between the National Weather Service Telecommunication Gateway (NWSTG) in Silver Spring, MD and selected Global Telecommunication System (GTS) data links. The specific requirement is for the lease of full-duplex, full- period, point-to-point, data circuits between the NWSTG and the Meteorological Services in Brasilia, Brazil; Buenos Aires, Argentina; Bracknell, England; and Tokyo, Japan. The circuits with Buenos Aires, Brasilia, and Tokyo are 9.6 Kbps data circuits. Each of these three circuits must be capable of being upgraded to 64 Kbps at the Government's option. The circuit with Bracknell is a 64 Kbps circuit, which must be capable of being upgraded to 128 Kbps at the Government's option. The contract awarded as a result of the solicitation will be for a base year and include four, twelve month option periods. A fixed price contract is contemplated.
