Institute of Standards and Technology (NIST) has a requirement to
purchase a state of the art current production model gas chromatograph
high resolution mass spectrometer combination. A data system which
controls the instrument and provides for data acquisition and
processing shall be an integral part of the system. The following
represents a portion of the system requirements that shall provide: (1)
high vacuum regions pumped by turbomolecular pumps which are protected
by splinter shields and isolated from the instrument by vibration
dampers (compensators), (2) a Hewlett-Packard 6890 Series Gas
Chromatograph and Automatic Liquid Sampler or EQUAL, (3) an ion
detector suitable for the detection of both positive and negative high
mass ions, (4) an accelerating voltage that is adjustable either
continuously or in 1 kV steps from 2 kV to the full accelerating
voltage, (5) a mass range including at least m/z 2-2400 at full
accelerating voltage, (6) a minimum cycle time for a magnetic scan over
the mass range of m/z 50-500 that shall not exceed 0.2 sec at a
resolution of 1,000 (10 percent valley), (7) a temperature of the ion
source controlled up to at least 350 degrees Centigrade, (8) a static
resolution of at least 60,000 (10 percent valley definition), and (9)
a resolution of at least 600 for product ion spectra obtained with the
collision cell in the first field free region. The data system shall
include at least a Hewlett-Packard Workstation 715, Digital Equipment
Corporation Workstation Alpha 3000 or EQUAL, an acquisition processor
including one or more microprocessors for instrument control and data
acquisition, magnetic disk storage with a capacity of at least one GB,
magneto-optical disk and/or streaming tape for archiving of at least
one GB capacity, network capability, and two color monitors of 19 inch
diagonal measure. The contractor shall provide: (1) source code for
all operations, complete documentation for hardware and software,
including routine maintenance and repair information, and operating
manuals, (2) one- year warranty on parts and labor, (3) on-site
operator training, and (4) on-site survey of the intended installation
site. The contract also includes options to purchase: (1) an ion gauge
on both the ion source and analyzer regions or preferably on each
separately pumped region, (2) a second ion source, (3) all necessary
components for fast atom or cesium ion bombardment (FAB), (4) a direct
exposure probe, (5) a substitute for the data archiving, (6) frit-FAB
and electrospray, (7) color monitors of a diagonal measurement of at
least 21 inches, and (8) software for use on IBM compatible and
Macintosh personal computers which allow computers to be connected to
the data system and to emulate a terminal. The contractor shall make
delivery 180 days after date of contract. Proposals will be evaluated
on the contractor's ability to meet the specifications, experience, and
price. It is estimated that the solicitation will be released during
