A non-competitive negotiation is proposed with Rockwell Collins Division of Rockwell International, 400 Collins Road, N.E. Cedar Rapids, Iowa because only they process the ability equipment to perform the required O&R Service and must be compatible in form, fit and function with existing equipment and the repaired items. The government physically does not have in its possession sufficient, accurate or legible data to purchase these services from other than current sources(s). However, all responsible sources may submit a proposal which shall be considered by the agency. Only written requests for this solicitation will be accepted. See Note 22. The U.S. Army Communications Electronics Command (CECOM) has established an Electronic Bulletin Board (EBB) to provide electronic transmittal of Request for Proposals (RFPs) and Invitations for Bids (IFBs) from government to industry. Only those parties who do not have the equipment necessary to access the EBB will be forwarded hard copies request. All interested parties wishing to do business with CECOM are invited to access, operate, send and receive data from the CECOM EBB System. To become a user of the EBB, you will need an Identification Code and Password in addition to a computer terminal equipped with the necessary hardware and software to interface with the EBB System. Detailed information regarding system requirements is contained in the U.S. Army CECOM EBB User's Manual. A user's manual, identification Code and password will be issued upon request. All requests must include (1) Company Name, (2) Point(s) of Contact names(s) and Title(s), (3) Return Address(es), and (4) Telephone Number(s).
